As it is right now, the template ignores the <pinX> pin number, and just outputs whatever pins have been defined in the .chcfg file in increasing order from 0.
Default values should be defined in the template file or somewhere such that if you do not have the definition of a GPIO block or pin, it uses a default value. The 'default' values in the template .xml files are currently set to be Inputs. That should be changed so that they are "Analog" which is a lower power state for unused pins. Also, if you have a missing field in the <pin> configuration, it fails. Again, there should be a default which is applied.
