STM32 CubeMX to Chibios Config

Hi,

I've created a script to update halconf and mcuconf based on your CubeMX project.

So far it only enables/disables peripherals, I still have to implement something for the clocks.

Good work, the problem with clocks is that you would have one script for each STM32 variant, those settings are all different.
