Could you please update openocd downloading it from playembedded.org
There is a bugfix that should solve the issue.

which version of OpenOCD are you using? You can pick the version from the first string printed out on the start up of OpenOCD.

Hi, I use ChibiStudio on Windows 10 on a daily basis. All the problems you are listing here sound to me like a missing file related problem. This could be caused by the archiver or by an antivirus.
